Basement renting rules

I have a basement which is empty and kept as a store.. I am not able to find out rules from MCD site regarding the usage of basement and whether i can rent it out or not, and if so to whome. The basement is now sitting ideal. Can i start a guest house sought of thing or a paying guest sought of thing where i can make partitions etc.
