Non receipt of refund after closure of Connection since 3 yrs

I'm Airtel mobile phone user since 8 years. I had a postpaid mobile connection at Nasik & the number is 9890408451. When I was transferred to New Delhi closed that account & taken new Airtel postpaid connection at New Delhi. At the time of closure around Rs.650.00 i paid excess amount towards advance rental. They promised me that the balance will be send thru cheque to my correspondence address. But till today I have not received that refund amount, though I had given complaint at Nasik, New Delhi & presently at Orissa thru e-mail, calling call centre & talking to my Nasik accounts manager (Airtel).

Now I'm at Odisha using postpaid mobile No.9937062882 & now I'm taken stand to recover that amount by not paying the current bill amount.

I want to adjust the amount with interest receivable from my earlier closed No.9890408451 with the current mobile no 9937062882 bill.

So kindly resolve the problem.
