Incometax provisional certificate

Dear sir,

I was taken loan from ICICI BANK for plot Rs. 2.42 lacs appx. After constructed my house on said plot after 3 years & for that i again taken construction loan from ICICI bank Rs. 7.00 lacs appx. The bank is saying you will get provisional certificate only for construction & not for purchase of plot. If i constructed my house on same plot than why bank do not allowe to give certificate. Its my right to receive. I am also living on the said construction plot & i have residence proof. i.e. light bill, muncipal tax, water bill. etc.

Unnecessary i am paying extra income tax for the same.
