Foreclosure charges

Dear SIr,

I Take a housing loan from Bank Of Baroda as on 24.02.2010 on floating interest rate & pay the all instalments regularly, but today I want to close my this home loan account by takeover from other bank. My branch is charged the foreclosure charges on this loan. Kindly guide to us for foreclosure charges with circular, because hdfc & icici bank has not charged the foreclosure charges on the same case, now the foreclosure to be charged yes or no?
