Non issuance of ATM Card on Pension A/c

I have opened a pension account with the above said Bank of Maharashtra, D.P.RD Branch, Dadar, Mumbai 14 but the bank refuses to issue a ATM card, I have inquired with other banks they have issued the ATM card on such accounts. Has the Reserve Bank of India issued different notification, or is it that the bank authorities behave on their own wits. Please enlighten me or else I have to approach the RBI.
