Starting a service without permission

Most respectfully I am to say that my telecom service provider BSNL has started Voice Chat Service on my Mobile No. 9467176246 from 07/02 without my permission. I am charged Rs. 30 for this. I complained many time to stop the service and refund. But they are not responding positively. Please guide what should I do.
