Non occupancy charges

Sir,

I reside at Brahmand Phase I Co-op Hsg. Soc. Ltd., and i have rented 1 flat at the same society. In our society, this month onwards they are charges for non-occupancy charges of Rs. 380. Our monthly maintance including all taxes is Rs. 725 out of that service charges is only Rs. 380. In our society, we have around 33 flats on rent out of 245 flats. Kindly confirm How can we file the complaint against society and what action we can take against the society.
