My service is not Stop

I Had one Nic Card Buy for 10 month ago. The Nic card connectivity is very weak so i had stop this nic card service. My stop application is submit 4 month ago but there bsnl Officer Mr. Hingu is not accept my stop application and he said this time not open the some bsnl site so you can 1 month later submit your application but bsnl post bill is counted and last 13-9 my bill amount is 1268/- . other wise i can paid 1268/- but he give not guarantee this service is stop . so please guide me
