Non allottment of shares & refund of money against IPO

I applied for 100 (One hundred only) shares of Coal India Ltd. vide Application No. 3-6154190 dated 19.10.2010. Further details are as follows :

1. Name: Harish Kumar Mittal

2. Ch. No.936115 drawn on Indian Overseas Bank, Faridabad amounting to Rs.24500/- for 100 shares.

3. DPId: IN 301670

4. Acc. No.: 10156298

5.DP: Elite stock managment Ltd.

The cheque has been encashed from my bank. But till date I have neither been allotted any shares nor received any refund inspite of my repeated reminders in this respect.
