REFUND FOR CIL IPO

DEAR SIR,

I (VIJAY KUMAR TIWARI) had applied 100 share of coal India with application no. 23722426, SBI chq. No. 180619 Dt. 20th Oct. 10 of amount Rs. 24500, the amount was debited from account.

I had not received any share / refund from Coal India, despite many mail reminder to Linkintime, . I had tried to connect through phone but all the numbers are busy.

Please help me out as CIL had block a big amount
