Fraudulent charge on my credit card

I received a charge on my credit card for $38.68 USD and a foreign transaction fee of $1.16 USD. I have no knowledge of what this is for and when I called the phone number the person with the accent was hard to understand so I had to cancel it without knowing what the charge was for. They would not refund my money.
