Online bill payment

I've a BSNL landline & Mobile post paid connection in Sonitpur district of Assam. our NGO in Assam India use this line. Recently I wanted to enroll myself for online bill payment option of BSNL staying in rural area of Gohpur. Howerver I was astonished to know that the online enrollment form doesn't have Assam as service circle in it's drop down menu. They have two entries for south east India but none of them contain any region of Assam. It's really surprising that inspite of being the larest telecom operator of India BSNL portal ignores a region where it has millions of subscribers. How should I pay my monthly bill as our NGO at Gohpur of Assam I am a bank account holder of SBI Balijan Branch its STGS Code is SBIN 0009140 I have ATM CUM Debit card holder but I can purchased train ticket and recharge my Airtel prepaid mobile charge and TATA SKY DTH through my ATM CUM DEBIT CARD but I could not access my mobile bill through ATM so please help us in positive way. My ATM Card No is 6220180914000064479 and my saving bank account no 31517865538 are quite aged?
