Complaint against a bank manager of hdfc mandi branch for abetting financial frauds by issuing improper/fraud cheque books to customer with criminal intention

Sir,

Subject: The way banks are abetting financial frauds

Through this complaint of mine I would like to bring it to your kind notice the way in which a few private sectors banks working under a rural license in the small state of himachal Pradesh are playing with the hard earned money of the people to earn an extra buck. Timely action is requested before the level of the fraud reaches the level of the fraud in which thousands of innocent public is harassed by the so called bank policy.

The technique used by the banks is called “THE INSTANT CHEQUE BOOK”. Any body walks into the bank fills up a few forms, gives a few documents (original or forged) and is immediately issued an instant cheque book which the customer is free to use irrespective of the fact that the account is opened or not.

This is an instance of the mandi branch of the HDFC bank Ltd where the manager of the bank mr amit Bhatia issues one such instant cheque book to one of a known criminal of the area only after filling up a few forms and not even verifying the background of the customer. This particular customers walks out of the bank and starts issuing cheques to the various people and conducts various financial frauds against the general public. One such cheque of rs 93200 was issued to me which later bounced on the reason “ NO SUCH ACCOUNT EXSISTS”

Later when fraud rajiv kumar was caught and beaten by a few people he confessed that the manager amit Bhatia explained to him how he can have a instant cheque book and later with the help of the manager of the hdfc mandi branch rajiv managed to get a cheque book which he started using for his criminal activities. More over the manager of the branch after issuing the cheque book closed the account of the customer and sheds his responsibility against no written application given by rajiv to close the account.

Rajiv confessed that amit Bhatia never gave any application to the bank to close the account nor did the bank inform him that his account has been closed.

These days cheques are required to get several types of loans sanctioned and such issuance of the cheque books without actual account is also a threat to the working of several banks and financial instututes. This incidence may be a part of a larger racket which might be working and many innocent people might become a victim of it.

Sir, I would request you to kindly get the entire matter interrogated in view of the interest of the general public and bring rajiv and his accomplice amit Bhatia to book and also check the activities of the staff of the private banks who are openly distributing cheque books and many times these instruments land into the hand of notorious elements and are used for various financial crimes against the general public.

The matter was brought to the notice of the MD of the HDFC bank branch but for THE PROFFESSIONAL staff money is more important than the intrest of the general public and hence everything was done to save their manager and tell me that it was my mistake.

SIR, I WONDER HOW A BANK CAN ISSUE A CHEQUE BOOK WITHOUT EVEN OPENING A ACCOUNT AND SAY THAT IT HAS BEEN DONE AS PER THE RBI GUIDELINES AND IF ANY SUCH CHEQUE BOOK IS ISSUED WHOSE RESPONSIBITILY IS IT TO GET IT BACK. THIS IS NOT JUST A COMPLAINT AND SHOULD BE DEALT SERIOUSLY IN VIEW OF THE INTREST OF THE GENERAL PUBLIC.

Also a police complaint was made on 20/10 and after no action an E FIR was lodged. If the matter is not investigated in time, I have apprehensions that the bank would change its records to save guard the manager
