Claim not settled by the bank

I had made and international transcation of 450 AUD on 15/4/09 using the credit card issued by ICICI bank. (card no. 5176********3007). The bank collected the money from me and refused to pay to the merchant from whom I had to get the services. As a result the merchant, did not provide me the service. I had to make other payment to the merchant. I complained the bank but it did not pay any attention. I then complained the Banking Ombudsment Ahmedabad office and claimed Rs. 45000 against ICICI bank. But I received only 16705 Rs. against the claim of Rs 45000. Please help me to get the remaining money of the claim.
