Double EMI debited from my Bank Account

My June 05 EMI got bounced due to insufficient funds.

On June 17, I went to the nearest Branch, Kolkata and paid the EMI with bounce charges.

On June 22, ICICI Bank again debited my Bank Account through ECS for an amount of 6410 without my notice.

They are ready to refund extra 6410 but NOT ready to PAY ME THE PENALTY for debiting my account.

My Account is shortage of funds even after 1 WEEK because of their mistake.
