Hold the cheque

I have a saving a/c in ICICI BANK Jaipur & Goa brabnch. I have transfered 20000/- cheque from my goa branch to jaipur branch on dated 5/12 but this cheque was not clear till date. Bank management told me that your jaipur branch a/c not mantain minimum blance since 4 year so we deduct

300/- rupees per month. What is the rules without any information the bank hold the payment.
