Not using PNG but receiving bill

My name is Shyne Thomson and I was a tenant at 44-E Pocket-F Mayur Vihar Phase-2. PNG was installed at this address last year in the name of Raj Kumar on the request of Landlord. We were asked to surrender our Gas cylinder if we wanted to use PNG. As we are tenants and not all house would have PNG we decided to keep our Gas Cylinder.

After the installation a Representative from Intraprastha Gas Ltd came for meter reading and took the wrong reading. Instead of 0.26 he took the reading as 260 gms. We received a bill asking to pay the charges after which we raise a complaint with IGL for wrong meter reading and asking to waive off all the charges as PNG was never used. Another Rep came after we raised the complaint and took the correct reading and confirmed that it would be rectified and charges waived off. But instead we received a bill with late payment charges. This process went on for 7-8 months. The bill kept increasing and now its at Rs. 5057.79. I asked several times for supervisor but every time they would give me some or the other excuse. Sometimes supervisor is not available or busy on another call, most of the times the server is down or working slow. I might have raised atleast 7-8 complaints. The excutives are dumb and don't understand. They keep asking me why I got PNG installed when I did not wanted to use itand I keep telling them that I am a tenant and the landlord got it installed. Now that I have left the this house and moved to bangalore my landlord is asking me to settle or pay the bill. If I don't do so then he would not return our security deposit of Rs. 7000. I called IGL yesterday and spoke to Pravin Shukla who asked me to call the next day as there are no supervisors in night shift and the server was down. Today I spoke to Rakesh Ranjan who said the server was slow and asked to call later, then with Mala Joshi, Deepak Negi, Manish Gupta, Jay Kumar who kept pushing me around. I am sick and tired and want to get it over with. This is our hard earned money and we are not ready to pay for something we never used. This is the worst service I have ever got and am sick and tired of explaining and making the agents understand the issue everytime I call. Few of the complaint numbers are mentioned below:
