INCOME TAX REFUND FOR AS 2010

I [ PAN No. AMMPK1406C]had submitted the return on oth 9th April to Income Tax Officer, Ward No. 14 (11, Bangalore for the assessment year 10 for refund of income tax being exempted from payment of income tax under section 10 (26) of Income tax Act, 1961. When I follow up the Income Tax office for the tax refund they are not able to provide the information. They are not responding to mails or if we approch ITO officer they are not providing the Information. Commitment date of 30th March is over to clear all the 2010 refund. Till date I didnt receive my refund and always ITO will not available at desk. People are asking for bribes to get the status on refund.
