Non issueance of cash Demand Draft

I wanted to purchase a D/D fr Rs.600/- fvg Director PU Board,

As the bank Lavelle Road Branch is next to my premise i went there. They refused to give D/D as i am not having an Account with them. Cash D/D is not isssued.

I belive it is against banking principle/Guidelines issued by RBI

Pl clarify
