Non sanction of loan under PMEGP 11

Sir,

I have been selected to avail loan under PMEGP 11. I duly apprised the Bank manager United Bank of India, Ukhrul branch in time but since then he has been saying that his bank doesnt receive any information regarding sanction of my project from the Regional Bank (UBI) while most other projects under PMEGP 11 have been sanctioned already. Now over 4 months have passed but till now no change in his position. All my efforts to get clarification ended up in vain as the UBI lead Manager also cannot help me to obtain the same. Now what should I do, whom should I contact, will they still sanction the loan? Kindly help!
