Cheating and not responding

I have franchisee of Multilink (MOS utility) and paid 11000 for whitelable Website but the services provied by the company is not working properly whenever I call the company they always answering we are upgrading the services noe one year completed and till they upgrading, also Later I invest another 3600 for E ticketing for Railway in April but till company not giving me panel for ticket booking and whenever I call they told me our Director Mr. Chirag Shah is at Delhi at IRCTC, I dont know how Mr. Shah living at delhi from April What fake answer.also I tried for refund the amount of Railway Panel no body take care for this.
