IT IS BOUGHT TO YOUR KIND NOTICE THAT VIDE PAD CIRCULAR NO. 16 AT 10/1 SCHEDULE TO THE DISCIPLINE & APPEAL REGULATIONS, A1977- DESIGINATION OF DISCIPLING AUTHORITY AND APPELLATE AUTHORITOES WERE ANNEXED.

ACCORDINF TO THESE GUIDELINES I WAS WORKING IN THE SCALE OF MMG-II (MANAGER) ACCORDING TO WHICH ANY DISCIPLING AUTHORITY WAS AGM WORKING IN THE CIRCLE OFFICE HOSHAIRPUR ONLY TO PUNISH ME IN PRE-DETERMINAL MANNER BANK GUIDELINES AND PROCEDURE WAS NOT ADOPTED & I WAS GIVEN PUNISHMENT BY DGM WHEREAS AGM WAS STILL IN OFFICE.

I WAS QUOTED VARIOUS JUDGEMENTS OF HIGH COURT/ SUPREME COURT IN SUPPORT OF MY DEFANCE, NO BODY HAS TAKEN CARE OF THE LEAD THOSE JUDGEMENTS & ACTED IN AN ARBITRARY & PRE-DETERMINAL MANNER ONLY TO PUNISH ME.

IT IS REQUESTED TO GO THROUGH THE WHOLE CASE & DO JUSTICE TO ME IN A IMPARTIAL MANNER.

Schedule to the Discipline & Appeal Regulations, 1977 – Designation

of Disciplinary Authority & Appellate Authority

The Board, in its meeting held on 27.8. in exercise of powers conferred by Section 19 read

with sub section (2) of Section 12 of the Banking Companies (Acquisition & Transfer of

Undertakings) Act, 1970 (5 of 1970), after consultation with Reserve Bank of India and with the

prior sanction of the Government of India, adopted amendments to Schedule of Punjab National

Bank Officer Employees' (Discipline & Appeal) Regulations 1977. In terms of the Schedule, the

Chairman & Managing Director specified the DGM/AGM/GM who would act as Disciplinary

Authority/Appellate Authority.

Now, having regard to the provisions of the Schedule, the Chairman & Managing Director has

reviewed the existing guidelines in terms of our note dated 28.12.2010 and it has been decided

to have one Disciplinary Authority in the Circles/Head Office in respect of disciplinary action

against the officer employees in case of each office or establishment, irrespective of whether

the departmental action has emanated out of customer complaint or otherwise. Accordingly, the

original jurisdiction of the Customer Care Centre, HO New Delhi in respect of disciplinary action

cases against the officer employees, which arise out of Customer Complaints is dispensed with.

The Schedule of Disciplinary Authority and Appellate Authority which remains in force and the

DGM/AGM/GM who would act as Disciplinary Authority/Appellate Authority as specified by the

Chairman & Managing Director are as under:-

Note: The Chairman & Managing Director/Executive Director by way of a specific or general

order would specify the DGM/AGM/GM who would act as Disciplinary Authority/Appellate

• Asstt. General Manager designated as Circle Head and Asstt. General Manager

assigned with the work of PAD/HRD in Circle office headed by Dy. General Manager will

be Disciplinary Authority for the officers placed in JMG I and MMG II & III working under

their administrative jurisdiction. In the absence of Asstt. General Manager posted in the

Circle office, Dy. General Manager in the Circle Office will be the Disciplinary Authority

for the officers placed in JMG I and MMG II & III working under their administrative

jurisdiction.

• Asstt. General Manager/Dy. General Manager in Personnel Administration Division,

Head Office assigned with the work of Disciplinary Action Cell will function as

Disciplinary Authority for officers in Junior Management Grade Scale-I and Middle

Management Grade Scale-II & III working in HO Divisions/Circles not having Circle Head

in the rank of Asstt. General Manager/Dy. General Manager or where not specified

elsewhere.

• General Manager posted as Circle Head will be the Disciplinary Authority for officers

placed in SMG-IV under their administrative jurisdiction.

• General Manager of Personnel Administration Division, Head Office will function as

Disciplinary Authority / Appellate Authority in terms of the above Schedule save as

specified otherwise as above or by way of any specific order.

The guidelines are effective from immediate effect.

A copy of this Circular may be displayed on the notice board of the branch/office for information

of all officers.
