Fraud and cheating!

My father owns a credit card of ICICI bank with a credit limit of Rs.18, 000. Without any use of the card it declines when swiped. They no provided on the card which is 020-26103333 has been constantly on an engaged mode. Do not know who to speak to either??? Ridiculous...
