Non payment of salary

Dear sir/madam,

i am working as a software developer in a company from April to till date.my boss not paying from April to current month.i asked him so many times about salary when ever i ask he said he will pay in next week.but still he did not pay me.from past 20 days i am trying to call him but he is not lifting or some times it was switched off, even i messaged and mail to him but he is not replying.even he is not coming to office.it is small uk based company.i asked the co-workers and hr about him they are telling like he is Chennai now (he paid to them).

please help me how to get salary, my certificates and exp letter.even he did not give me offer letter when i was joined he said like he will give later.

previously he did same thing with 3 more employees... he said the reason to them like they are not good in performance.

please help me how to solve my problem.
