Appointment letter without any interview and asking to pay 2850 to be payable at delhi for computer operator position

Myself is Krishna holding graduation from warangal, andhra pradesh wants to know whether G.C.I ENTERPRISES addressed by office no.3, ground floor, mahuwala mafee, simla bypass road, dehradun, uttarakhand-248001 has given notification regarding some vacancies in december. In response to that I applied and after 2 & a half months I got appointment letter from g.c.i enterprises stating i has appointed as " computer operator" and salary will be 12500p/m in addition to other allowances and has to pay 2850 D.D payable at delhi. I want to clear whether is any such government organization is existing if so how can a candidate will be selected as a " computer operator " without any interview process, verification and face to face contact??Kindly guide me is it Genuine or fraud??
