Non payment of Consultancy fee or remuneration as per terms of appiontment

I my self is working as a consultant after retiring from Govt. Services. My services were contracted in June for a project on Govt Laboratory Evaluation program by Agricultiral Finance Corporation Mumbai a Govt under taking. They got their payments for project work from Dept of Agri. Maharashtra for which my services were contracted. But AFCLtd Mumbai avoiding paying my fees till date even after continuous follow up. This Govt organisation has control from various directors from several banks including NABARD. But all concern officials handling finance are wrotten lot. They dont help people until they get their cut. This is our India
