Non reimbursement of money due to transduction failure via bank

I have booked one ticket on 15th june from nagpur to pune for Indigo airlines 6E-135 via makemytrip.com. Due to failure in transduction from citibank that ticket was not issued to me and the money Rs.2990 get deducted from my account and not reimbursed to me, I talked to makemytrip executive and they said the money does not transfered to their account so it will be with citibank even whenever I used to check my balance there was two statement,

One is closing balance which is without Rs.2990 than the actual amount in my account

2nd is balance which is with 2990 but I cant take out that money from my account.

Please do the needful and reimbursed that money to me.
