Use of Domestic gas to commercial purpose

I have seen a house in MGR nagar which fill the gas from the domestic cylinders to the small cylinders which is uesd for the jewel makers for the commercial use. they transfering atlest 5 cylinders per day to lots of small cylinders. Main thing is that is not a private house it a large buliding many peoples are linving in the separate portions. there is lots of chance of gas to burst while trasferring the gas. can anyone tell me how to complaint this to the particular officials.
