Late in giving rifils and office times

Dear sir, plz clarify me that why bharat gas is not suplying suficient rifils to angul distributer PTC GAS,

PTC GAS AUTHORITY says that company is not giving suficient rifils. I had talk to Mr. Roy manager bhubaneswar, he told me that if you are not a police staff then transfer your conection to the other one (supriya gas), which is not my quistion. PTC Gas receives gas cards at 7.00 am to 8am, and gives rifil at 10 Am. And changes the time friquently.
