Non booking of Gas connection

Dear Sir,

I am the resident of House no. 348, sector 37. Faridabad 121003. I have gone to Rathi Gas Service (Bharat Gas Agency) to book a gas connection, which is located at 12/2 main road sector 37 Faridabad. They are forcing to buy 10 Kg. Rice, Sugar, Tea packets etc of worth Rs.2000 additionally along with the gas connection. Otherwise they are denying to issue the connection. Kindly help me in this regard.
