Lottery winner cheque

Sir,

i had got a mail from above mention mail id that i had won a lottery prize if 1.5 million pound and today morning i got a call from mr. govardhan pandey who was saying that he is a custom officer at mumbai airpot and british airways diplomate has came with cheque and as per indian goverment law i have to pay rs 21000, as custom duty if i want that cheque. custom officer has given his bank ac number of SBI- 31543020188 and his pan card number as ASMPP2958G and ask me to deposit money in his account. I had not deposited money yet.

i want to know whether custom duty has to be paid on cheque too.
