My Gas Paper sell in black market

I Purchase tha gas Connection two years Ago. I pay all charges but he said to me that collect you paper

after some days but I can not recieve the paper till now. he sold my paper in black market.

I am suffering many dificulties, meantally hrasement,

Please Slove My problem.
