Late delivery of Speed Post

I booked two letters through speed post from 601 FPO (Jodhpur) to Ghaziabad vide Regn No EE904054088IN on 13 Oct and Regn No EE904053856IN on 14 Oct but no one has been delivered to the addressee till 20 Oct at 2100h. The documents are very urgent for registration of my vehicle. If the documents not delivered in time who will pay the penalty.
