Gas supply delay through dealer at Kadma, Jamshedpu

Gas book was done on 5/12/09.Two times reminder has given to the dealer. After that gas has supplied on 31/12/09.This is the normal process to deliever the refilled gas cylinder or not. If not so please convey me what is actual schedule for process. Please give a glance on this subject.
