Delay in providing double cylinder for my gas connection

I had applied for double cylinder for my connection in the month of November. They said I will be getting a letter at my residential address. However, I have not received any letter till date. and in between when I tried to enquire about the status. They simply denied telling that I will be getting the letter and then only I have to come to them.
