Misappropriation in booking and delivery

I am a LPG consumer of Bright Indane supplier located at Kolenchery in Ernakulam district of Kerala. My consumer number is 3651.Now a days online booking is introduced by IOC for Indane customers and my mobile number 9744100344 is registered with them for booking the refill. Since last two three booking there was no problem and my last booking was during June and the refill delivered on 18 Jun. On today that is 21 July I tried to book a new refill through the online booking service and it is came to understand that my booking already done on July 02 and delivered the cylinder.By whom the cylinder was booked or to whom it was delivered that I don't know. I hadn't booked any cylinder with them during July. When my mobile number ;is registered with them how can somebody else book a cylinder in my name and deliver it to somebody else in black market. Is there any provision is given to the dealers by IOC for doing this kind of malpractices? Will there be any action against the culprits. I want to get clarification in this matter. Could you do anything in this regard
