Tdr refund not given

I have submitted tdr for my ticket on 30 jan only 30% refund given, as per railways rule of refund if the train was late more than 3hours 100%refund will be given if passenger not traveled, we are traveling by guvhati express on 29 jan and that train was late almost 21 hours late, alredy so many mails send by to tdr executive but he is not reply positively so please look in to this matter i am attached the details of my tdr history, transaction id pnr no
