Less refund on confirm and wait listed ticket

Sir, I cancelled a ticket on 24/9 for journey from vadodara to patna for 28/9 bearing pnr no 8160052065. the ticket was confirmed for 2 passenger and rac for 1. so i should get the refund ater deducting of rs 60. i.e. Rs 20 per ticket for all 3 passengers as clerical fee. but in my case deduction was done for Rs 140. i.e. Rs 60 each for two confirmed ticket and Rs. 20 for rac ticket. Is it right. pl take-up the matter.
