Efund my amount with interest and late fees

DEAR SIR/MADAM I SALMAN BASHIR had booked a ticket of train Jhelum Express on 05/01 from new delhi to jammu and departure date oftrain was 07/01.pnr no. was 8407015360 and transaction id. was 0292897720.I booked ticket on www.irctc.co.in by jammu and kashmir bank credit card. The train was late more than 10 hours and the passengers not travelled.so, it is the fault of railway management and they have not refund my amount into the same account and j k bank has charged me interest, late fees as well from booked date to till today., that is totally injustice with me .the total ticket amount was deducted Rs 1205.312. in my credit card at the time of booking.the details are as :

Basic fare Rs 1174

irctc chages Rs 10

1.8 % gateway charges =Rs 21.312

total amount =Rs 1205.312.

After that bank has charged interest, late fees on amount Rs 1205.312 from booked date to till today (nearly 70 days more) and this amount becomes Rs 1850 .the due date of amount is 30/03 if i cannot deposit amount in the bank till due date, the bank will charges INTEREST again. so, i request kindly refund for Rs 1750 into the same account as soon as possible because it is railways` fault and is totally injustice with me.please assist better. I hope u will solve my issue
