Behaviour of Ticket Booking staff

I had gone to refill my Smart Card at Kandivali West station at 10.50am.
They told we only have 1 machine and the same is available with our east ticket booking counter.
Fair i went up on the bridge for recharging, the person there told me to wait for 25 minutes as the booking clerk has gone for lunch.
I asked him is there no other person then him who can help he rudely told him no and told me to go tickeless. His name is PRAMOD.
he also told no one can do anything where ever i complint, no seniors also available,
This is the way railways treat their customers,
Why is railway then advertising for smart card penetration and benfits.
I wld be waiting for your action against the staff and revert confirmation.
