Partial refund of TDR

I was supposed to travel from new Delhi to Sealdah by Train No. 12314, Sealdah Rajdhani on 28.06.2011. The PNR no. is 2650328412. It was an e-ticket. Since the train was running lte by 3hours 55 minutes. I had to cancel my trip. On the advice of irctc representative, I have filed TDR on 28.06.2011 after the chart preparation. The same representative assured that since the train is running late by more than 3 hours I would get the full refund. however Railways has refunded only Rs.767 (50% of the total fare). The ticket was for Rs.1535). I have mailed Indian Railways for full refund but yet to receive any answer.
