Non-refund of canceelled e-ticket

Name-janardan kumar, male, 59years, had purched e-ticket from IRCTC, PNR-6401268613;Transaction ID-0391716741 for Bokaro steel city to Patna for 23/09.But could not travelled. Cancelled ticket on 23/09 after chart preparation-Reference No.-ekt2011092303312297.Have not got REFUND as yet.
May please help.
