Charging more than MRP by the stalls licensed by IRCTC

I am the regular traveller by railways, particularly Central Railways, and i have personally experienced that most of the stalls/canteens situated on the platforms are charging more than the MRP price of the products like for cold drinks they charge Rs.25/- instead of MRP of Rs.22/- only, when we argue the justification is given that they are charign more for keeping it in the cold condition...

is it fare.. because the the stall/canteen keeps the products in cold condition so that public can purchase it... otherwise no one would touch their cold drinks.

in respect of other products like chips, biscuits etc. they give the justification they have to pay to the concerned officers of the railway station to give way to the particular train to the particular platform...
