Talkal booking starts 3 days ago from date of journy and we can book it online

Dear sir,
As per Tatkal reservation rules we can only book tickets through IRCTC website 2 days ago from the day of journey.
Now What I have notice is that train no 2971 talkal booking seats got reserved one day before actual start as per rules and also we can't book through IRCTC or other website.
Kindly look into matter.
