Efund of e ticket

I booked e-ticket for kamal kant bahri and neeta bahri with agent Ajay Katyal 254 adarsh nagar jalandhar city 144008 on 3rd janaury 2010 vide PNR No 2401933065 for new delhi in asrndls exp train leaving on 7th january at 7:35 AM but due to fog the train did not depart and i bought another tcket. i went. many times to the agent but no refund as he told me the case is under processing.now after long time i have not received the refund. Please do the needfull. Thanks
