No refund for Waitlisted Ticket

I have booked a ticket through online and it was waiting list. Even one day before the date of journey, the ticket was Waiting List only. I have waited for the Train. When I have gone to station to know the status, they told that it was still waiting list and not confirmed and the ticket is not valid.

I came back to home and tried for refund through online. It showed that the chart is prepared and the refund cannot be made.
