TDR not refunded after more than 11 months

I file a TDR on Feb, 04 which details are

PNR No. 6450387260

TDR Ref. No. ekt2011014002098874

The reason was train was running more than 3 hours late. But

I have not received my refund till now. I sent many mails to 'tdrprocess@irctc.co.in'. but nothing happened. I called their CC, they gave a no which is never work. I want my money back as soon as possible.
