EXCESS DEDUCTION ON CANCALLETION

I have booked a e-ticket from NDLS to FZR on 8-6 vide PNR no. 8256793064 for 14-6 by Punjab Mail (train no. 12137). Departure time of the train was 21.50 from NDLS. I have tried to cancel the ticket on 13-6 (i.e. before 24 hours of the start of the journey and preparation of the chart from NDLS. But it was not allowed with the reason that chart was prepared on origin point/remote location and i was asked to file a TDR. I filed a TDR 24 hours well before of the start of journey.
As per refund rules a refund of Rs. 442/- was due to me by deducting an amount of Rs. 60/- as cancellation charges. But it is regretted to point out that i have been granted a refund of 50% only i.e. Rs. 251/-. Thus I have been paid Rs. 191/- less by the IRCTC.
Despite of so many requests by mail nothing has been done at the level of IRCTC. Though I have get my ticket cancelled 24 hours well before the departure/start of my journey from NDLS irrespect of the chart prepared at the remote location, I t is my legal right to get the refund after a deduction of Rs. 60/- only
It is requested to refund Rs. 191/- to me without any further delay.
