Double booking due to website issue

Hi,
I booked a Tatkal ticket and it did not go through because of website issue,
I did check all the posible resouce to check if the ticket was booked and had also called irctc customer care number, however after booking the ticket again i see that there are two ticket showing as booked, I got a refund of only 180/ for the total amount of 920/-,
Please help me get this refund because i checked all the possible resources before booking another ticket (Booking history, Email, bank transaction).
Please help me what i needs to be done further, or let me know where i can personally aproach some one who can consider this genuine fact.
I have written this to several railway website address, which also includes railway ministers.
If required i can also forward the emails i have already sent.
