Harassment in Railway ticket booking though IRCTC but

Yesterday I have booked twice in train no. 2891, BPO-BBS Express, in AC Chair car from Balasore to Bhubaneswar.. First time, Payment was made successful through credit card but ticket could not be booked. Reservation IDs reference No. is 0183049577. Second time again I have tried the same and subsequently Reservation IDs reference No. is 0183091372 and paid the fare through online SB account. But this time also ticket could not be booked. I got confirmation twice that refund will be made within 3-4 days. I went to railway station to book it manually. The It is too funny to know that the AC chair car coach is no more in the train. Then my question is that why irctc site is not yet updated with this information and user is unnecessarily harassed in booking the train.
